The Monongalia County Floodplain Office is located on the first floor of the Monongalia County Courthouse, Rm 110. This office space also includes the Morgantown Monongalia Metropolitan Planning Organization (, as well as the Mon County Planning Commission.

Our Staff is responsible for:

  • Floodplain Enforcement

    Administration and enforcement of the the Monongalia County Floodplain Ordinance. The flood plain is defined as any area delinated on the Flood Insurance Rate Map (FIRM) as a 1% flood area, more commonly known as the "100 year floodplain."

  • Floodplain Permits

    Providing permitting for construction in and around the 100 year floodplain. To find out if your property is in the floodplain visit the West Virginia Flood Tool website. If the red shaded area crosses any part of your property, that property is subject to the County Floodplain Ordinance.

  • Elevation Certificates

    An Elevation Certificate is an important tool that documents your building’s elevation. This FEMA Fact Sheet [PDF] provides valuable information for homeowners about elevation certificates and flood insurance.

  •  GIS Coordination

    Updating the various data layers on the county's ArcGIS programming in conjunction with other county entities like the MCPC and the Assessor's Office. Please see the Mon County Parcel Viewer for more information.

Due to the number of site inspections where Flood Plain Permitting review is required, the Flood Plain Office had to set field hours for permit review. This does not include emergency on site inspections due to illegal activity or flooding issues.
